The commissioner reluctantly does his duty: providing due police protection for nationally reputed white supremacist Curtis Swint, who comes to exercise his right of free speech in a New York hotel. It proves no coincidence that rats turns up inconveniently at two nearby places: on the street, in the trousers of a battered nobody, too scared to file an abuse complaint from hospital, and at a fund-raising gala dinner organized by socialite Sophia Franza, who just asked Erin to join some of her charities. Still, Danny has a hard time finding and proving the link.

"Now we just ask "what would Jackie O do in this situation?"" - a reference to Jacqueline Kennedy Onassis, former First Lady and wife of 35th President of the United States John Fitzgerald Kennedy until his tragic death. This is referencing 'what would she do in a crisis', something she became known for handling with grace after President Kennedy's assasination in 1963 in Dallas, Texas.

The storyline involving radio talk show host Curtis Swint is actually a modern-day recreation of the real-life incident to which Frank refers while talking with Henry. Theodore Roosevelt, NYPD Commissioner in 1895, had to deal with Reverend Hermann Ahlwardt, an anti-Semitic German activist, who was about to make a public lecture in NYC. There was much fear over Jewish protests sparking violence at the lecture. In the real-life incident, Roosevelt provided a security detail for Ahlwardt's appearance made up completely of Jewish police officers.
